The first renewable energy project in Azerbaijan procured through a competitive auction. As lead counsel to the investor, Universal Solar Co., Ltd., we took a 100 MW solar plant in Gobustan from project agreements to the start of construction.

Why it mattered
Legacy energy legislation had to be adapted to a competitive procurement mechanism and to the bankability standards that international lenders expect.
What we did
- Structured and negotiated the Investment, Power Purchase, Land Lease and Transmission Connection agreements
- Reviewed the EPC and O&M contracts and the procurement documents
- Gave legal opinions on land ownership and use rights
- Handled licensing and permitting for construction
- Advised on tax and customs structuring and on work permits for foreign staff
