PPP & infrastructure finance
Infrastructure is financed on the strength of a contract with the state — the PPP or concession agreement, and the payments and support it promises. Lenders look through the project to that contract, so it has to be bankable before it is signed.

How we work
Making a concession or PPP agreement bankable.
We advise sponsors, lenders and public bodies on financing roads, utilities, energy and social infrastructure delivered as public-private partnerships, under the Law on Public-Private Partnership that took effect in December 2022 and replaced the special financing regime of 2016.
Our work sits between the project agreement and the finance documents: step-in rights, termination payments, state support, and the direct agreements that let lenders protect their position if a project falters. Private partners can also be exempted from taxes and customs duties for a period set in the agreement of up to thirty years, and we build that into the financial case from the start.
What we do
Our PPP and infrastructure finance work includes:
- Bankability review of PPP and concession agreements
- Financing structures for availability-payment and user-pay projects
- State support, guarantees and payment mechanisms
- Direct agreements and lenders' step-in rights
- Termination and compensation provisions
- Security over project assets, accounts and contracts
- Legal opinions and conditions precedent for financial close
