Our Projects ​

  • Legal Reform & Rooftop Solar Energy Program – Solomon Islands

VLM was engaged by the Asian Development Bank (ADB) to advise the Government of the Solomon Islands on a comprehensive renewable energy reform initiative, combining national legislative development with regulatory support for a large-scale rooftop solar program.

In the initial phase, we conducted extensive legal due diligence, identified key gaps in the existing energy legislation, and proposed reforms to strengthen the legal framework for clean energy development. We prepared draft amendments to the Electricity Act and delivered strategic recommendations to modernize the country’s energy governance.

In parallel, we supported the legal design of a rooftop solar energy program in Honiara, aimed at reducing electricity costs, improving access, and decreasing reliance on imported fossil fuels. Our work included designing legal structures for private sector participation, aligning tariff frameworks, and advising on implementation pathways.

  • 100 MW Solar Power Plant – Gobustan, Azerbaijan

We are providing full legal support to a China-based investor developing a 100 MW solar photovoltaic power plant in Gobustan. 

  • 50 MW Solar Power Plant – Garabagh Region, Azerbaijan

VLM advised on the construction of a landmark 50 MW solar power plant in the Jabrayil region. This high-profile initiative plays a central role in Azerbaijan’s renewable energy transition and sets a precedent for integrating large-scale renewables into the national grid.

  • Wind Energy Project – Garabagh Region, Azerbaijan

VLM is acting as lead counsel on a major wind energy project in the Garabagh region, with an initial capacity of 200–240 MW and future expansion potential up to 600 MW. The project is being developed by a Turkey-based energy group and represents a key part of Azerbaijan’s long-term strategy for sustainable energy diversification.

 

  • 230 MW AC solar photovoltaic power project - Gobustan, Azerbaijan

VLM advised a Chinese state-owned manufacturer of power generators and power stations on the development of a 230 MW solar photovoltaic power plant in Gobustan, Azerbaijan. The project involves the development, financing, construction, ownership, and operation of the facility.
